Above 138% through 400% of the federal poverty level. Other eligibility rules apply.

Colorado adult starting point: above 138% FPL. Most adults at or below this level qualify for Health First Colorado (Medicaid) instead. For this household, the 138% reference is per year. Medicaid uses current monthly income and updated guidelines, so this annual reference is not a final Medicaid eligibility determination.

Color bands are proportional to income. The cards below show the exact CSR boundaries.

CSR = cost-sharing reductions: lower deductibles, copays, coinsurance, and out-of-pocket limits. Choose a Silver plan through Connect for Health Colorado to receive income-based CSR. The 94/87/73 figures describe average plan value across a standard population, not the percentage paid on each bill.

The federal subsidy cliff · 400% FPL

Above 250% FPL and through 400% FPL, federal premium tax credits remain possible, but standard income-based CSR ends. Premium tax credits lower monthly premiums; CSR lowers costs when you receive care.

What counts as income, and who qualifies?

Use your expected total 2027 household modified adjusted gross income (MAGI), not take-home pay. Marketplace MAGI is generally adjusted gross income plus tax-exempt interest, nontaxable Social Security benefits, and excluded foreign income. Include income of tax dependents when required under Marketplace rules.

These are income bands, not an eligibility decision or a premium quote. Eligibility also depends on tax filing, citizenship or eligible immigration status, enrollment, and access to other coverage, including affordable employer coverage, Medicare, Medicaid, or CHP+. Members of one family may qualify for different programs. Children and pregnant people have different Medicaid/CHP+ limits.

The federal statutory premium tax credit floor is 100% FPL, but this guide uses above 138% as the practical starting point for most Colorado adults because Medicaid eligibility generally prevents Marketplace subsidies. Some people who are ineligible for Medicaid can have different results.

Medicaid generally evaluates current monthly income and uses updated poverty guidelines on a different schedule. Do not divide this annual chart by 12 to decide Medicaid eligibility. Special American Indian and Alaska Native cost-sharing rules are outside this tool.
